Support the law of the land or cheat?

অভাগা যেদিকে চায়...! It happens with several real estate companies, who attract people with sweet words but drive them with harsh slaps. The Rehab fair, the advertising boards on the streets of the capital and individual show rooms of some real estate companies do reflect that they are for the cause of the people only. The middle or lower middle income groups generally get attracted towards their lucrative offers for three reasons: One. These groups of people don't have enough money to buy a piece of land paying the whole price at a time, so they are attracted in installment offers; Two. The real estate companies do attract these people having smaller income/savings with relatively low priced land far from the city centre [the prices of land in the cities are really sky high and, therefore, are not in the reach of middle and low income people]. Three. These groups of people like to avoid registration hassles in the land offices of the government. So, they do engage with real estate companies who are supposed to deal the registration matters in favor of them. But how these deals are being ended up? There are reports of cheating here and there. There are plenty of complains like these: i) the installments have been completed before 5-8 years from now, the registration fees have been deposited as per demand of the real estate companies, but the registration of lands are not being done nor registration documents handed over; ii) the 'dokhol' [physical possession] of the lands are not being handed over; iii) several dates, say, 10-12 dates, were being set for registration. But the clients are being surprised and shocked to see that the real work has not been done by the companies accordingly. Sometimes the clients do listen harsh words from the company people, implicit threats, etc, if they insist concerned sales/registration people of the real estate companies to expedite the process of registration. What are the causes behind this? The reports tell of many causes, such as: i) the lands have not yet been developed although 5-10 years passed since the clients completed the payment schedules [altogether 15-20 years passed from the date of the deals]. This is because the companies have invested the chunk of money they took from the clients to other businesses; ii) the land ownership has not been transferred in favor of the real estate companies themselves due to problem of proprietorship of the lands itself; iii) court cases due to forced grabbing of land by the real estate companies; iv) court cases by the environmental groups; v) unscrupulous behavior/practices of the staffs working in the registration section of the real estate companies. Some staffs are engaged in corruption practices, such as, asking for money to the clients for expediting registration, shifting the plots number assigned to one client to other clients in exchange of money, selling the plots assigned to one group of clients to new clients as the price of land has been doubled/tripled in that area by this time. Now, what are the way outs for the clients? Who will stand by their side? Whether the state has any responsibility to establish the rights of the clients here. Let see where do we stand, in support of the law of the land or cheat?
