Historical tragedy of our beloved nation Bangladesh is that this delta is situated in such a vulnerable geographical region that hazards like storms, cyclones, floods, landslides, droughts – all became the part of the life. Bangladesh is in the first line of ranking among those most disaster hit countries. People of the land has already faced cruel and devastating cyclone and flood in this year. In the dark of the November night devastating cyclone Sidr with its fullest strength hit the coastal region of Bangladesh. Flood in the northern and recent Sidr in the southern part, both disaster proved that the effect of the hazards touch life of the people, agriculture, education system, infrastructure, livelihoods, health, utility services, forestry, marine resources, biodiversity- everything. Though the state and the people experiences natural disasters such as cyclone and floods at regular intervals, and whilst people and state have a wealth of understanding and knowledge on how to cope with disaster the sheer intensity of the super cyclone was unanticipated and all the traditional and state level coping mechanisms failed. It is really a very difficult time for everybody, but condition of the children and old people of the southern are in the extreme, they are more vulnerable than any other groups. children under 18 are the most vulnerable. Their health and safety becomes the first victim, and children are particularly at risk from disasters because they are unprepared and lack adequate knowledge on cyclone. For their structural position, they also have little ability to recover from disasters when they occur. With less physical strength than adults, they have more difficulty in reaching a safe zone during flood or cyclone, and have less ability to survive in critical condition. There is no doubt that a disaster is a traumatic experience for any child. Children have particular needs and vulnerabilities that differ from those of younger members of the community. Truth is that special needs of the children remains as unrecognized or under-utilized in the post disaster rehabilitation process. Its not just a isolated problem of implementation in Bangladesh, this is a problem of overall disaster management & risk reduction discourse.
Eid is the most important religious, simultaneously, cultural event of the country and the whole country is prepared for the celebration. Eid is the happiest time of the year for everybody, especially for children. Celebration of Eid has many dimension and for children there is the strong tradition of wearing new dress and eating delicious foods. Traditionally it’s a time for presents each other and meats of animal come as a reward for sacrifice of the prophet. Presence of a large number of people in the shopping centers of the city indicating the importance of new cloths for everybody, especially for children. But for all children the nature and meaning of celebration of Eid will not be same in this year.
How Children of disaster stricken areas will celebrate the event? After two phases of extreme and devastating flood and Sidr reality of Eid celebration has lost its actual meaning for the affected children. Most of the survivors, including left homeless, hopeless, foodless and destitute after last couple of months disaster. They are struggling to participate in the normal flow of life. As Muslim Eid is important to them. But they have very little scope to enjoy the event with smile on their face. Millions of people are struggling to feed families and clothe children properly to protect them from the cold, let alone offer managing rich food and new clothe for the celebration. So, on the eve of the Eid, children have nothing to enjoy. After two phase of crude and cruel flood and cyclone what is going to happen to the helpless farmers and their families? I don’t know whether children will get the opportunity to celebrate with at least one meal in the Eid day. The flood and the cyclone has damaged almost everything of the parents of children, majority of them are poor people like farmer, peasants, wage laborer or the fishermen. I don’t think that conventional relief drive can sustain starving millions of children and old aged people of Northern and southern districts. What is really happening for ensuring smile in the face of the disaster affected children? From previous experiences people know that keeping them in poverty is very much important for many agencies, their poverty is the basis on which projects can be made, scholar can enter as consultant, nothing reaches the real victims of the disaster. Its cruel, shameful but true.
It is therefore the demand of time to take proper and perfect steps in terms of rehabilitation with the rights defined for children in United Nations Convention on Child Rights. We have to analyze and realize the rights of the children in disaster from many different angles and our intervention needs to be planned accordingly. We should not take programs only to ensure physical survival needs of children (safe water, food, shelter, clothing, primary health care), we also need to consider other needs and rights, which are also essential for children, like education, protection from abuse and harm, rest, leisure, privacy and the right to participate. As a social anthropologist I strongly believe that children are not the passive victim, they are not the object, like other people they have active human agency and they can and they have rights to contribute in the disaster preparedness and post disaster recovery process. Their ability and strength to reduce disaster risk has proved in the case of Tilly smith who has successfully saved hundred lives by using learning in a geography lesson about tsunamis. There are many other stories of child participation to save human life in disasters, even in Bangladesh, we all still have the memories of a ten year old village boy who saved life of train passengers from serious accident. At first he saw that screws of the train line are open and as a local native he assumed that the train will come very soon and the train will face serious accident and many people will be killed in such an incident. Through his life experience he understand that through red sign, rail officials generally stop train in the station. Suddenly, with a very quick step he ran to his house, returned with his mothers red color petticoat and made an arrangement for showing the petticoat by using a bamboo stick. Red sign made the driver stopped and in this way lives of the hundreds people saved with the innovation of a village boy. Only children can make such innovation and perhaps for this my favorite thinker Lev Vygotsky rightly termed them as `Historical Child’. I strongly believe that Western, non western, in all societies, children represent hope and innovative knowledge for life and for the future. It is our responsibility to ensure their survival and other needs and rights including their right to participation in all the policy process, programs and projects.
