Is this some Canadian political tradition? Is the chief budget officer tasked with keeping a smile on the mayor's face when times get hard or the budget looks meek? No one knows what type of rules govern the Great White North.
But it's good to see that the political strife surrounding the mayor of Toronto hasn't gotten him too down. He still enjoys a hearty laugh from time to time.
