Implementing such a big task without foreign assistance is a big challenge for us. If we win the adventure, World Bank will come forward to surrender and request us to share the challenge. This was happened in case of Teesta Barrage Project of water sector. GoB took the initiative and constructed a big barrage with the help of our own fund & engineers. I believe our engineers of road sector are also capable to handle implementing such construction. At the same time, our people will definitely extend financial help for this gigantic task. As regards, WB, I have much bitter experience. As a project Director of a water sector project, I faced such type of pains. They will always do such thing which can expand the duration only not the actual construction & its progress. They will give attention to non-structural elements only like re-settlment issue, enviromental safeguard issue and so on. I do agree to it but their prioritization to actual work will always be less. They will propose some peculiar thing which cannot be implemented / even not implementable and lose some years. When our govt. will propose a different thing based on practical situation, they will again lose some years in the name of its review. So, even WB comes to finance the construction of Padma bridge, we can get a bridge in the AutoCAD (computer software) only, not the real bridge over the padma river within a decade. What they will suggest, I think they will suggest a single package of bridge construction including river bank stabilization. They will tell that bigger package will bring good contractor with good quality but sometimes big package seem unmanageable. However, Our Govt. if propose to segregate the packages into realistic eight to ten (say) packages such as materials collection- three to four packages, deck construction- two packages, and river bank stabilization- two packages, then they will consume further few years for its vetting. Under no circumstances we are getting our bridge. So, decision of our Govt. for own financing is an excellent one and hope to be smartly handled by Road sector engineers for its quick implementation. As a citizen of southern area of Bangladesh, I have more expectation from this Govt. Govt decision of funding of Padma Bridge by GoB is an excellent step.
