The other day I was returning home from BANSDOC library at Agargoan. Walking a few distance from BANSDOC gate I noticed a crowd of some children and rickshaw puller. I saw a BMW car is encircled by about eight to ten slum children along with a rickshaw puller. I went here with slow step with the aim of hiring a rickshaw. But going there I was really shocked to see a middle aged guy is taking heroin sitting on BMW car. I can not believe my eyes seeing that how a man freely do a totally prohibited work at such a kind of open place. Moreover there are a lot of governments department around that place. The man opened the window of car so that the smokes of fire can go out from car and the slum dwellers were watching that glorious aristocrat so enthusiastically. I hired a rickshaw and did not late there. My mood was off at rickshaw. After crossing some way the rickshaw puller informed me the police harass everybody at slum regular to remove drug addiction but they don’t take any step on those BMW holders. He asked me quietly, Mama –Are the rules of government made only for poor? The question of rickshaw puller made me totally silent and I was thinking about the whole incident
