In case of visibility, a footpath Hawker is a familiar body in Bangladesh. Usually they used to sell merchandise like things of common use or fancy items, as moving shops.
They live from hand to mouth and what they earn does not allow them to improve their monetary form, it is just a profession of survival only. Suggested by the five-year-old statistics of the 'Chinnamul Hawkers Samity', the total number of such Hawkers in the country is 2.7 millions and there are about 0.13 million in the urban areas under the Dhaka City Corporation.
According to an assessment of the ‘Bangladesh Chhinnamul Hawkers Samity’ Footpath Hawkers have to pay an illegal toll of up to Tk 44 crore to the police and ruling party musclemen every year.
As confirmed by several Hawkers, A designated ‘lineman’ who collects the toll & subsequently passes it to the local leaders of the ruling party, as well as a share for the police.
Govt. could easily make alternative arrangements, such as markets for Hawkers, by the money they are paying to corrupt policemen and linemen. In that case, their life would be more secured.
A project pledged by the government in 1995, not to throw out the footpath Hawkers until rehabilitation measures has been ensured for them, that is yet to be implemented.
About 65 per cent of the total customers of the footpath Hawkers in Dhaka represent the middle-income group and the rest belong to the low-income group. Unexpectedly a good number of the customers are wealthy people who are fascinated by the low prices asked by the Hawkers.
These footpath Hawkers sell almost all kinds of everyday necessary stuff. Fruits and clothes are the major products, followed by vegetables, fish, shoes, books, cosmetics, ornaments, warm clothes, children’s wear and men's and women’s garments.
Nevertheless, there are some points where most of the footpath Hawkers’ customers are from the high-income group.
According to the footpath Hawkers, every day they have to pay a toll of Tk 10 to Tk 300 to policemen and linemen. The police regularly snatch extortion money from the Hawkers, but they (Policemen) try to evict them on different reasons when Hawkers refuse to pay.
Despite paying the regular tolls, they (Hawkers) hang about at risk for sudden ‘throwing out’ action. We must not forget- they have the fundamental right to earn & live.
