The predecessor of Bangladesh Bank (BB), the State Bank of Pakistan issued a circular bearing no. BCD(D)29/18-68 on 27 September 1968 wherein banks were advised to ensure that no account is opened without obtaining proper and adequate introduction.
BB issued BCD Circular No. 29 dated 9 September 1982, BCD Circular No. 30 dated 02 October 1985 and BCD Circular No.28 dated 18 October 1985 advising banks to ensure the same thing.
Therefore, obtaining proper and adequate introduction while opening a new bank account is not only a banking practice but also a regulatory requirement.
The words 'proper and adequate introduction' means that a customer or even a bank employee who introduce a new account opener should know the opener personally, a customer with dormant account with nominal account should not be a introducer etc. So, the bankers should take appropriate precaution regarding 'introducer' so that it does become a mere formality or form filling exercise. The purpose of this is to prevent fraud/forgeries by opening false/fictitious accounts in banks.
