The clashes took place ahead of protest, planned to be attended by tens of thousands of Egyptians in the capital on Tuesday, against a constitutional decree, issued by President Mohamed Morsi earlier in the month, that prohibited courts from challenging his decisions. A large number of schools, universities, and workplaces will be closed in the anticipation of protest. There have been demonstrations against the decree since Friday. On Monday, presidential spokesman Yasser Ali said that the Egyptian president was standing by the decree and that the declaration would not undergo any changes. Some Egyptians say Morsi has hijacked the revolution and has been unable to achieve its goals. Others accuse him of having become modern-day Pharaoh by assuming wide-ranging legislative power.
