অধ্যাপক নিম চন্দ্র ভৌমিক গত তত্তাবধায়ক সরকারের সময় যে কজন শিক্ষকের করমকান্ডের দিকে তাকিয়েছিল গোটা দেশবাসী তাদের মধ্যে যে অন্যতম সে বিষয়ে সম্ভবত কারো দ্বিমত নেই। পদারথ বিজ্ঞানের এই অধ্যাপকের জীবন বড় বরনময়। তার ব্যক্তিগত জীবন আজকের আলোচ্য নয় তাই সেসব এখন থাক। কিছুদিন ধরে খেয়াল করছিলাম বাংলাদেশি কিছু অপেশাদার কুটনৈ্তিকের আচার-আচরন, কাজ কারবার এদেশের মানুষের মন মানসিকতার সাথে যাচ্ছেনা। আমি শিওর ছিলাম না এসব গল্প মিডিয়ার প্রোপাগান্ডা কিনা।

( এদেশের মিডিয়া তো আবার যার পিছনে লাগে তাকে যাচ্চে তাই বানিয়ে ছাড়ে )। সেজন্য-ই সম্ভবত আমার জন্য বড় বিষ্ময় অপেক্ষা করছিল। আমি অবাক হয়ে দেখলাম গত ১৮ই জুলাই সংবাদ সম্মেলনে পররাস্ট্রমন্ত্রী ডাঃ দীপু মনি এবং একই মন্ত্রনালয়ের সচিব যখন বিষটি স্বীকার করে নিলেন। ( আওয়ামীলীগের সেই পুরানো দোষ যৌন কেলেংকারী। ) ঢাবি সাবেক এই অধ্যাপক গত ২০০৯ সালে রাজনৈ্তিক বিবেচনায় কাঠমান্ডুতে বাংলাদেশের রাস্ট্রদুত হিসাবে নিয়োগ পান।

তারপর থেকেই যেন নতুন নতুন গল্প ওনার পিছু ছাড়ছেনা ড. নিম চন্দ্র ভৌমিক নিয়মিত সেখানকার 'ড্যান্স বারে' যান! দূতাবাসের এক কর্মচারীর মোটরসাইকেলে করে নিয়মিত ড্যান্স বারে যাতায়াত করে কূটনৈতিক শিষ্টাচার, মূল্যবোধ ভাঙার নজিরবিহীন দৃষ্টান্ত স্থাপন করেছেন তিনি। রাষ্ট্রদূত হিসেবে তাকে একটি মার্সিডিজ বেঞ্জ দেওয়া হলেও আসলে তার নিষিদ্ধ জীবনযাপনের সুবিধায় তিনি কর্মচারীর মোটরসাইকেলের পিছনে চড়তেই স্বাচ্ছন্দ্য বোধ করেন। নিম চন্দ্রের বিরুদ্ধে নারী কেলেঙ্কারির সরাসরি অভিযোগ গত বছরের ২৪ ডিসেম্বর পররাষ্ট্র মন্ত্রণালয়ে তোলেন কাঠমান্ডু দূতাবাসের সাবেক ফার্স্ট সেক্রেটারি নাসরিন জাহান লিপি। ওই মাসেরই মধ্যভাগে চার বাংলাদেশি তরুণীকে জড়িয়ে দূতাবাসে নিম চন্দ্রের কেলেঙ্কারির তিনি প্রত্যক্ষ সাক্ষী বলে প্রতিবেদনে বলা হয়েছে। ২০০৯ ও ২০১০ সালে নেপালি শিক্ষার্থীদের দেওয়া বাংলাদেশি বৃত্তির ক্ষেত্রে নয়ছয় হয়েছে বলে অভিযোগ উঠেছে।

ঘুষের বিনিময়ে শিক্ষা-ভিসা দেওয়ার নজিরও খুঁজে পেয়েছে পররাষ্ট্র মন্ত্রণালয়ের তদন্ত দল। প্রতিবেদনে বলা হয়েছে, বৃত্তির ক্ষেত্রে নেপালের গুরুত্বপূর্ণ অনেক ব্যক্তি, এমনকি সে দেশের পররাষ্ট্র মন্ত্রণালয়ের সুপারিশও উপেক্ষা করেছেন নিম চন্দ্র। নেপালের যেসব শিক্ষার্থী সরাসরি শিক্ষা-ভিসার আবেদন করেন, নানা টালবাহানা করে তাদের আটকে পরে 'জটিলতার' অবসানের জন্য বিভিন্ন পরামর্শক প্রতিষ্ঠানের ঠিকানা তাদের ধরিয়ে দেওয়া হচ্ছিল, যেসব প্রতিষ্ঠানের সঙ্গে দূতাবাস তথা নিম চন্দ্রের সম্পর্ক ছিল বলে প্রতিবেদনে বলা হয়েছে। তদন্ত দল জানতে পেরেছে, অন্তত ছয়টি সরকারি বৃত্তি নিয়ে 'ঘুষ-বাণিজ্য' করেছেন নিম চন্দ্র, যার প্রতিটি ৩৫ থেকে ৪০ হাজার ডলারের। শিক্ষাবৃত্তির এ ধরনের অপব্যবহারের মধ্য দিয়ে বাংলাদেশের ভাবমূর্তি হিমালয়ের পাদদেশের দেশটিতে বেশ নাজুক হয়েছে বলে প্রতিবেদনে বলা হয়েছে।

নেপালের অভ্যন্তরীণ রাজনৈতিক বিষয়ে, বিশেষ করে মাওবাদীদের বিষয়ে সরাসরি বক্তব্য রেখে কূটনৈতিক শিষ্টাচার ভঙ্গ করার অভিযোগও উঠেছে নিম চন্দ্রের বিরুদ্ধে। প্রতিবেদনে বলা হয়, প্রকাশ্য বেশ কিছু সভায় নেপালের বর্তমান বিরোধী দল মাওবাদীদের সমালোচনা করে বক্তব্য দিয়েছেন রাষ্ট্রদূত। মাওবাদীদের কীভাবে ঠেকাতে হবে সে পরামর্শও তাকে দিতে দেখা গেছে। নেপালের সরকারি মহলে নিম চন্দ্র গ্রহণযোগ্যতা হারিয়েছেন বলে তদন্ত দল প্রমাণ পেয়েছে। তার ব্যবহার ও অকূটনৈতিকসুলভ আচরণই এর জন্য দায়ী।

কাঠমান্ডুর কূটনৈতিক মহলেও তার অবস্থান খুব নাজুক। নিম চন্দ্রকে সরিয়ে একজন পেশাদার কূটনীতিককে রাষ্ট্রদূতের পদে নিয়োগ দিতে নেপালের পররাষ্ট্র সচিব বাংলাদেশের সচিবকে অনুরোধ করেছেন, এমন কথাও প্রতিবেদনে তুলে ধরা হয়েছে। জনাব নিমচন্দ্র বাংলাদেশ হিন্দু-বৌদ্ধ-খ্রিস্টান ঐক্য পরিষদ এর মাননীয় মহাসচিব। এতবড় একজন বিদ্যান ব্যক্তি সাম্প্রদায়িক একটি সংগঠনের জেনারেল সেক্রেটারির দায়িত্ব পালন করেন আবার অসাম্প্রদায়িক রাজনীতির একজন কান্ডারী হিসাবে নিজেকে জাহির করেন ব্যাপারটা কিছুতেই মিলাতে পারিনা। পাঠক-পাঠিকারা (যদি কেউ অধমের এই লেখাটা পড়ে থাকেন), একটা উদাহরন দেবার লো্ভ সামলাতে পারছিনা।

২০০১ সালে ৪ দলীয় ঐক্যজোট সরকার গঠনের পর বাংলাদেশে সংখালঘু নিরযাতনের যে নাটক মঞ্চস্ত হয়েছিল এবং বাংলাদেশ গেল গেল বলে যে রব উঠেছিল তার মুলে কারা ছিল আশাকরি নিচের লেখাটি থেকে কিছুটা ধারনা পাবেন। জনৈক কানাডিয়ান রাস্ট্রবিজ্ঞানীর লেখা কলামটি আমি হুবুহু তুলে দিলাম......। Propaganda of the Bangladesh Hindu-Buddhist-Christian Unity Council By Igor Siljanoski It is very unfortunate that a rootless and signboard-oriented organization named Bangladesh Hindu-Buddhist-Christian Unity Council (BHBCUC), is engaged in subversive acts of defaming Bangladesh at home and abroad. BHBCUC acts as a tool of neighboring countries of Bangladesh to implement its ulterior design. One of the burning examples of its notorious activities, are the letters sent to the UN Secretary General Kofi Annan and to Bill Clinton's Global Institute. The letters were identical in their contents, views and objectives. Both of them repeated the same fabricated and baseless allegations that were used earlier thousands of times since the ruling alliance government assumed power in Bangladesh in 2001. BHBCUC has immediate and far-reaching objectives. Its short-term objective is to launch slanderous allegation against the government and Muslims who are liberal democrats and comprise about 90 per cent of the total population of Bangladesh. The main objective of the present write-up is to disprove the allegation that BHBCUC and its mentor propagate in home and abroad through their different channels. The letter written to Kofi Annan itself proves for whose interest BHBCUC works. It makes same allegation what India makes. It wants to damage the image of Bangladesh , which also India does and wants. BHBCUC also invited foreign intervention in Bangladesh, which is also an Indian agenda. But India cannot officially suggest UN Secretary General to prohibit the presence of Bangladesh Prime Minister Begum Khaleda Zia and cancel her address to the UN General Assembly. India used BHBCUC to write letter to Kofi Annan with the request that Bangladesh Prime Minister Begum Khaleda Zia should not be allowed to address the General Assembly because of the following reasons. Her government is engaged in killing and torturing the opposition elements. This allegation is totally untrue. It is the agenda of pro-India political party in Bangladesh. No innocent activist belonging to opposition parties was killed so far. It is known to all that many terrorists to avoid the harassment and arrest outwardly join political parties to use them as shield. These terrorists created a reign of terror in the country since the present government came to power. Law enforcers naturally nabbed some of these terrorists and a few of them were killed in cross-firing. When they were taken to recover arms from the hideouts, their accomplices opened fire at the law enforcers and at times terrorists were killed. BHBCUC in its letter branded cross-firing as extra-judicial killing. The most wanted terrorists were killed by shootings of their accomplice, but BHBCUC and its mentors hold the government responsible for it. These types of killings are vogue in India, and elsewhere in the world. India eliminated hundreds of thousands of freedom fighters in Kashmir, Punjab and Northeast Indian states during the last 58 years. Besides, several lakhs of Muslims, Buddhists, Christians and Untouchable Hindus were killed in India in communal and caste violence and rioting. But none ever suggested that the Indian Prime Minister should be barred from addressing any session of UN. Making such request, BHBCUC virtually stood against Bangladesh, its independence and sovereignty. BHBCUC elements frequently make such irresponsible and treasonous comments and demands. If the government was really communal, no BHBCUC element could have stayed in the country. রাষ্ট্রদূতের এমন অসভ্য আচরণের বিরুদ্ধে নেপালের পররাষ্ট্র সচিব ঢাকায় পররাষ্ট্র সচিব মিজারুল কায়েসের কাছে অভিযোগ করেছেন। ঢাকার নেপাল দূতাবাসও দ্রুত এর সুরাহা চায়। তারা বলেছে, এমন ঘটনা তাদেরকে শুধু ব্যথিতই করেনি রীতিমতো বিস্মিত করেছে। আরো দূঃখজনক যে খবরটা আমাকে ব্যথিত করেছে তা হল স্বাধীন বাংলাদেশের একজন কুটনীতিক তার গাড়িতে ভারতীয় পতাকা উড়িয়েছেন। তথ্যসুত্রঃ বাংলাদেশি পত্র-পত্রিকা এবং ইন্টারনেট অবলম্বনে।
