The situation of the Chittagong Hill Tract (CHT) area is going to be tense after withdrawing army from the area and trend to rise excitement between the Bengali settlers and Pahari communities.
The Bengali settlers of CHT, different tribal communities and different political-social organizations of the country are now seriously opposing the decision of withdrawal of army citing security reasons and complaining that the crime rate could go up.
They are opposing it by holding human chain, seminar, roundtable, demonstration in the capital and in CHT under different banners of and the names of the different banners are Parbatya Chatragram Samo Odhikar Andolan, Forum for the Silent Majority, United Peoples Democratic Front (UPDF), Parbatya Bangalee Chhatra Parishad (PBCP) and others.
The government has begun withdrawing army from the area by vacating two camps from Khagrachzari and Rangamati in last month to implement the CHT peace accord signed in 1997.
National committee on behalf of Bangladesh government and Parbattya Chattagram Janashanghati Shamity (JSS) on behalf of the inhabitants of CHT area signed the accord on December 2 in 1997 when Awami League was power.
After signing the accord, JSS is demanding to withdraw the army camps as a one of condition of the peace accord.
On the other hand, when the accord was signed in 1997, the Bengali settlers of the hill area and different tribal communities demanded the repeal the accord saying that the accord is contradictory to country’s constitution. They had forged an intense movement against it at that time.
United Peoples Democratic Front (UPDF) was constituted in 1997 opposing the peace accord. At that time they had forged strong movement against it.
Meanwhile, at the moment the law and order situation of CHT worsened after beginning the army withdrawal from the area.
A Bengali settler housewife of Panchari upozila in Rangamati name Nasima Begum, 22, was killed on August 18 by Pahari community.
Samo Odhikar Andolan last week had called a dawn-to-dusk hartal in the upozila protesting the killing but they had withdrew the hartal after getting assurance of trial of the killing from the administration.
Convener of the Andolan Moniruzzaman Monir told the reporter that the accord is a black accord and the constitutional rights of the hill Bengalis have been lessened and opportunity has been created for illegal migration of the tribals from neighbouring countries due the accord.
He said that CHT is the integral part of Bangladesh and the constitution does not allow the government to sign any accord with any community of any region of the country.
Parbatya Bangalee Chhatra Parishad also vigorous against the decision of the government. They are taking preparation to form strong movement.
Bengali settlers believe that the common people have been deprived of purchasing and sale of personal property, mutation and right of having settling of land misusing the clause of the accord.
While the army withdrawing is going on, the leaders of JSS are making demand to withdraw the army from the area fully.
The Shantibahini, an armed forced of JSS, leader Santu Larma at a programme at Central Shaheed Minar recently demanded “full pullout” of the army from the CHT for implementing the peace accord.
Greater Chittagong Hill Tact Hill Students' Council (PCP) also demanded immediate withdrawal of temporary army camps from the hill tracts within October, otherwise they threatened to start a tougher movement.
When the Bengalis settlers are opposing the decision of army withdrawal and Pahari communities are demanding to fulfill the withdrawal within short time, then it can be said the relations between Bengali settlers and Pahari communities of CHT are will be danger.
